The programme would provide
for the costs of programme management at the
State & ITDA level.
Capacity Building for empowerment : The programme would support
FNGOs to mobilized the
communities,
Empower them through
awareness creation on tribal rights, gender
& equity issues, natural resource management and
programme planning; assist them, through micro
planning exercises, in the prioritization of
their development needs and in the formulation
and implementation of development proposals and
build/strengthen appropriate community
institutions.
Further it would emphasize on
Beneficiary Skill up gradation through Trainings
& Exposure Visits.
It would also strengthen the
capacity of the support agencies that will
assist them as facilitators
Livelihood Enhancement :
The programme
would support
Land & Water management;
Participatory Forest
Management to regenerate degraded forest land
and to develop NTFP processing and marketing
enterprises;
Improvement in agricultural /
horticultural productivity;
Improvement in animal
husbandry and aquaculture production;
Improved access to rural
finance services through promotion of self-help
groups by savings, credit and linking them with
formal financial institutions to augment their
capital base; and
Development of community
infrastructure to fill critical gaps in the
provision of key rural infrastructure and to
provide for necessary economic and social
infrastructure.
Community Infrastructure
Fund (CIF)
Through this fund such
activities will be taken up that will address
community needs as a whole that augments
development & production.
Development Initiative Fund
(DIF)
Through this fund, the
programme would provide the flexibility to
provide additional funding for well performing
activities in demand from the communities and
for new activities which become feasible and
attractive in the course of programme
implementation.
Support for Policy Initiative
providing a legal defence
fund to assist tribal in pursuit of land
alienation/restoration cases;
Supporting operational costs
for improved detection and disposal of land
alienation and monitoring enforcement of land
restoration orders;
Funding the survey and
settlement process for the hill slopes between
10 degree & 30 degree. The programme would also
fund studies to deepen understanding on other
key policy issues and engage the Govt. in
dialogue on resolved policy areas through a
structured framework involving the establishment
of milestone and a timetable for action.
The programme would support
the operationalization of the Govt.’s existing
policy initiatives in relation to tribal’s
access to land and forest products.
Special Central Assistance
(SCA ) to Tribal sub Plan (TSP)
The tribal population living
below the poverty line should alone be covered
under SCA financed activities, with special
emphasis on raising their Socio-economic status
to that the rest of the population in
Block/District/State.
It should be utilized for
filling up critical gaps in both the primary
schemes supporting family / SHG/ Community
–based empowerment-cum- income generation
activities and the infrastructure incidental
thereto. However not more than 30% SCA received
can’t permitted for the purpose of developing
infrastructure.
